Correct. The way to think about it is, for the content on the master mirrors, there is a corresponding URL (e.g. http://download.fedoraproject.org/pub/epel) which takes you to a mirror which is up-to-date with that content. It's not really a random mirror, it follows the same rules as that of any other Fedora content mirror (up-to-date; then ordered by preferred netblock, same country, same continent, global).
