As such it shouldn't happen and if it does, it should be treated as a bug and
fixed.
A backwards-compatible change in API (e.g. adding a completely NEW
function) does not warrant an soname bump. However, libtalloc 2 changed
the arguments of a couple functions, and as a result the soname was bumped.
