What did you use to build? Mock? Copr? A local installation of EL7?
Looking at http://ftp.redhat.com/redhat/rhel/beta/7/x86_64/os/Packages/,
the php sub-package exists. Maybe the Requires need to be adjusted. Can
you point us to the SRPM you are using?
