So far there was no reason apart from the "make this similar to Fedora spec"
kind of reason.
Today, the macro is essentially a no-op for Python 3 both in Fedora and EPEL,
however in Fedora, the guidelines explicitly say to use it. For EPEL, there are
no Python guidelines, only tribal knowledge AFAIK.
