It appears that upower is in RHEL-8 but only in x86_64 and powerpc 64

Is using excludearch my only option? How can I get this built?

I think there's work or at least attempts to ask for these deps on all
arches, but I think for now you just need to exclude them.

Yep, this is a known issue
https://pagure.io/epel/issue/66

Currently, exludearch is the best option.

Is there a tracker for such cases so that we could go back and
enable these arches once the requisite packages land in RHEL thereon?

Not that I know of.
I just know of the packages I'm maintaining that I have to do this to.
If someone does have a tracker, it would be nice if they responded to
this thread so we could do that, cuz it seems like a good idea.

Is it possible to have a pseudo-arch or a macro ?

With something like (this probably has at least three errors):
  excludeNotInRHEL80 = "excludearch i30 arm64"
we can flip it when the issue 66 is fixed to
  excludeNotInRHEL80 = ""
and either everything will just work, or we will know what doesn't,
even before we remove the obsolete "exclude".
