It's happening to me also, though mine is with an override
$ fedpkg override create
ServerError(https://bodhi.fedoraproject.org/overrides/, 504, Error
returned from json module while processing
b'https://bodhi.fedoraproject.org/overrides/': b'Expecting value: line
1 column 1 (char 0)'
b"<html><body><h1>504 Gateway Time-out</h1>\nThe server didn't respond
in time.\n</body></html>\n")
Could not execute create_buildroot_override: Cannot create override.

I was having a similar problem last week, I opened a
fed-infrastructure ticket and they extended the time out time.  But it
looks like things have gotten so bad that even that extended time
isn't good enough.
I have re-opened the ticket.
