Looks like the kirigami2 stuff isn't just an EPEL problem, same thing
happens in the latest Fedora Rawhide.
I'm filing a bug and getting the kirigami2 stuff fixed.
As for why your phone isn't seen, I don't know.  I don't use
kdeconnect.  You might get more help with that on the fedora kde
mailing list.
