It is not currently or in the near future possible. In order to build
against modules like PHP-8.1, the Fedora build system (koji, mbs, bodhi,
pdc, etc) needs to know about the modules it would 'pull' in to work with.
However a fundamental way the koji++ build system works requires that
Fedora also have built those modules. In order to have built a copy of the
AppStream 8.1 PHP, it would also need to compile the underlying OS. It
would also have to use those to build the packages versus using RHEL.
