Thanks for the replies. I studied the implementation in python3.11-rpm, and I used that same technique to package python3.11-dnf for EPEL 8 and 9.
https://copr.fedorainfracloud.org/coprs/ktdreyer/python3.11/ There's a tight dependency on libdnf in RHEL 8.8 and 9.2. I'll have to see how difficult this is to keep in sync with those RHEL packages. Also, thanks Troy for recently packaging python3.11-gpg for EPEL 9.
