Based on the upstream commit message for the 1.12.0 release, it does seem that the dependency is intentional and correct for the software.

CentOS Stream 9 has a new enough version (NetworkManager-1.48.0-1.el9), but it's unlikely for that build to show up in RHEL 9 until 9.5 is released.
