I'm not sure where you found information that the dcmtk package will get only security updates following 9.7 (I assume you mean RHEL 9.7), but EPEL packages are governed by EPEL policy, not RHEL: https://docs.fedoraproject.org/en-US/epel/epel-policy-updates/ You can report bugs via https://bugzilla.redhat.com/ .
