Update Information:

Updated Puppet to 7.17.0. This adds a new dependency rubygem-scanf. It also
pulls in a new version of rubygem-concurrent-ruby because this is needed on
newer Ruby versions. This way puppet is in sync between Fedora 36, Rawhide and
EPEL 9.
