Update Information:

Update rocm components to 5.2.3, which requires LLVM 14. If you can't upgrade
beyond LLVM 13, please install the old 5.0.2 packages instead.  Includes minor
bug fixes and adds new hardware support.  GFX1036 hardware support is disabled,
since that requires LLVM 15, which is not available to EPEL8 yet.
