Update the toml crate to version 0.9.10.
Update the toml_edit crate to version 0.23.10.
Update the toml_datetime crate to version 0.7.5.
Update the toml_parser crate to version 1.0.6.
Update the toml_writer crate to version 1.0.6.
As of these updates, the TOML 1.1 spec is now supported.
