Yes, this is a true statement. OpenUP focuses on creating and validating
during early iterations. One of the primary reasons for the Elaboration
phase is to verify the architecture, and Elaboration isn't complete
until it's been verified.

 

There's also an Architecture discipline that is designed to evolve the
architecture while it's being designed and implemented.
