Hi Natalia, The point of embedding "Develop solution increment" in "Develop the architecture" is to emphasize the the architecture should be implemented. However, there may be development work in support of other goals that might not be strictly architectural, for example, you may want to implement some key features early to to get user feedback. So other development work may be going on in parallel.
Others have also found this distinction confusing, so in other delivery processes, such as the new practices-based RUP delivery processes, I have tended to put architecture and develop increment activities in parallel. OpenUP is intended to be customized, so you should feel free to use either approach.
