The functionality you're asking for is currently disabled in Epiphany because of a Mozilla bug[1]. As soon as it is solved, it will be enabled again.
A workaround could be to manually open a new window using Ctrl+N, and then dragging the page icon from the URL bar to the new window, then closing the original tab.
