When I look at my imported bookmarks from the Bookmarks menu, the submenus are preserved. But when I type Ctrl-b for the bookmarks window, and either drag & drop the top level topic or right click and select "Show in Bookmarks Bar", the menu in the bookmarks bar only shows the top level bookmarks; no submenus.
Yes, this is how the topic menus have been designed in Epiphany up to 1.8. In the 1.9 development series, a new technique has been adopted that will auto-generate submenus based on topic sets, in the main Bookmarks menu as well as in the topic menus on the toolbar.
