Without actually knowing - I am not a developer - I would assume that
Epiphany currently uses Firefox functions for handling all downloading
and such, probably the easiest way to go . From what I've heard
though, it is planned to switch this to use gnome-vfs instead in the
future, and at that point it is probably much easier to do specialized
functionality.

Just my guess.
