1.13.x is the minimum version, not the required version. I'm almost sure your distribution provides an atk version that is more recent than that, as 1.26.0 is the current stable version of ATK. Personally, I wouldn't bother staying with a stable distribution while compiling half of the GNOME platform from source just to run the software you like.
