You can't really do that anymore since Epiphany 3.4. Your example is wrong, as you say, it will always open your example page even if you're opening an external link. In 3.6 there's a new homepage, showing the sites you visit often. That serves as homepage and whatever pages you visit frequently will be quickly accessible from there.
