No network traffic happening at that point, the image
has already been downloaded and displayed.
Maybe it really is redownloading the image, perhaps without using
WebKit, or using WebKit in a way such that it doesn't appear in the web
inspector. Not sure. That's worth a bug report on Epiphany's issue
tracker to investigate it. There's not really any other way to explain
why it takes 10 seconds: it must be downloading it again.
