The system epoptes-client service does run as root from
/etc/network/if-up.d/epoptes-client, so you can control the clients before
logon.
If you're using a fresh epoptes version and it's correctly installed (if you're
using LTSP it needs to be installed in the chroot too) and you can't control
the clients, please comment again on this bug report.
It's true though that the session epoptes-client service can't be
started as root, as it's mentioned in LP bug #977049. That does need to
be fixed, but noone should have need for that.

epoptes client does not start running as root (e.g. in kdm). This
makes it impossible to control/view the client if nu user is logged
in.
