  Fix failure in eq::admin::init:

A cleanup linked fabric objects statically to Equalizer and
EqualizerAdmin, causing the static fabric init counter to exist
twice. Fix by converting Fabric into a shared library. This has the
advantage of minimizing compile times and the disadvantage of yet
another shared library. Add debug compile errors to avoid future
breakage.
