ECF has added the partial file download to the file transfer API as per
these bugs from Equinox Summit:

ECF 1.2 will be coming out this week, please consider voting for the
release after review as described here: http://www.eclipse.org/projects/
I suggest using ECF 1.2 release for Equinox Provisioning M3.
