When developing using a p2-provisioned SDK, you may encounter situations where the launch configuration you are starting will just fail indicating a message like: "The application could not start" and the log will contain "Unable to acquire application service. Ensure that the org.eclipse.core.runtime bundle is resolved and started (see config.ini)." This problem has been captured in https://bugs.eclipse.org/bugs/show_bug.cgi?id=209056
