I prefer something similar to option C. This is because we have examples of work areas that do not fit into any of the existing graduated categories. For example, the AspectJ stuff. I think it would be better to have one incubator folder with a different folder underneath for each workarea.
I am against option B. A flat structure has proven to be confusing and hard to find what you are looking for. I could be enticed to use option A if we allow new incubator work areas to have their own folder under org.eclipse.equinox. For example org.eclipse.equinox/aspectj/incubator ... Where org.eclipse.equinox/aspectj would not have any thing except the incubator folder because nothing has graduated from it yet. Once something graduates it would move up into the parent "aspectj" folder. A disadvantage to this approach is that it will pollute the org.eclipse.equinox/ folder with work areas that may never graduate and could be abandoned altogether.
