If one of your goals is to provide this mechanism to other eclipse plugins (through OSGi) you are probably looking at adaptor hooks. See http://wiki.eclipse.org/Adaptor_Hooks and http://wiki.eclipse.org/Equinox_Transforms . The adaptor hooks can modify the OSGi classloading.
