If Bundle-ManifestVersion is not 2, i.e., it is a bundle for an R3 or
earlier framework, then it can return null. Symbolic name is required
for R4 or greater bundles, which implies that Bundle-ManifestVersion of
2 is also required for them. Neither existed prior to R4.
