Given the date at which this bug has been fixed, I would say that this has been fixed in the version of equinox that shipped with Eclipse 3.3 If you see a new problem, please open a bug report.

Hi All !
Which equinox version the Bug 168200 (PackageAdmin.refreshPackages does
not suspend/resume bundles in correct order ) has been fixed for ?

I'm using equinox 3.4.2. But when my bundle call
PackageAdmin.refreshPackages method, bundles are started before all the
bundles with a lower start level are started.
