In order for the framework to find the bundle in osgi.bundles, they should be written either with the absolute path, or the relative path from the directory where the framework bundle resides. In your case this should be something like osgi.bundles=file\:bundles/jogl....@start This is in case the bundles folder is a subfolder of the folder where the org.eclipse.osgi_3.4.jar lives.
