Equinox does not have an implementation of DMT Admin. I know the p2 team looked into DMT Admin early on in p2 development but it did not fit well into the requirements p2 is solving. I don't know anything about the dmtree_api bundle from Knopflerfish. But if I had to guess, this sounds like it is just providing the API for DMT Admin and not the actual implementation of the DMT Admin spec. You will have to ask about that on an Knopflerfish forum.
