I do not believe this is related to bug
https://bugs.eclipse.org/bugs/show_bug.cgi?id=349121 since David Williams
has tried that patch.  Also there seems to be issues even on restart for
which the SignatureBlockProcessor should not be run.

We believe this issue is caused by 349121 for which we have opened a
released a fix in HEAD and in 3.7.1.

      since its only checked/used from within
      org.eclipse.osgi.baseadaptor.bundlefile.ZipBundleEntry as far as we
      can see.

      Is there any plans/known workarounds to avoid this problem ? (beyond
      telling every linux user he needs to call ulimit -n 2048 or similar
      if he wants to use eclipse with more than
      the base plugins?)
