But I think a similar question has been answer nicely by Andrew at http://stackoverflow.com/questions/3077282/in-equinox-is-it-possible-to-to-mark-an-osgi-bundle-as-started-from-its-containin As Neil suggests I would avoid starting every bundle in eclipse which has a bundle activator. Most of the current bundles that make up the Eclipse SDK and tools that sit on top are lazy activated and should not be marked persistently/eagerly activated.
