I installed Eclipse 4.2 Developer Edition from eclipse.org and looked at the plugins folder. As you say, it does not contain the metatype bundle. I'll grab it from the 3.8 folder.

But the Eclipse project does not package every bundle included in the Equinox release. Metatype is not used or packaged with the Eclipse 4.2 release. The Eclipse Indigo (3.7) release also did not include the metatype implementation.
