What power levels? The Stromberg has an idle adjustment that's effective to about 1200 RPM and can also have an effect on the smoothness of the transition from low speed to high speed circuits. Also, it does not have an accelerator pump, so if you advance he throttle rapidly the engine will stumble on the transition. Pulling carb heat helps this "problem". Finally, the float level may be set too low which will make the mixture lean overall. I suspect that some carbs are set lower than they should be, probably unintentionally, to compensate for what is really a leaky float valve.
Over the years there have been a lot of mix and match repairs done to these carbs, so there is no guaranty yours is correctly configured for the application. I usually spend about an hour just verifying the carb configuration is correct. (or not)
