Norm: There are a couple of things that can cause the problem. You are correct that the fuel fitting on the left as you look at the rear of the tank is the overflow fitting. It is possible this has become partially plugged. The original configuration on your serial number, 3226, had one fuel return line going to the LH wing tank, most likely of #4 (1/4") size.
You first need to check the fuel pump outlet to ensure that it has a restrictor installed. The fitting should be plugged and drilled out with a 1/16" hole. If the restrictor is not installed, you will get too much fuel flow, especially at taxi RPM, to the header tank.
The next thing I would check is the air vents on the main wing tanks. If these are not the same size and open, you will possibly have a problem with fuel transfer.
Once those items are checked, you can remove the line that returns the fuel to the LH wing tank and make certain there are no blockages. Check the fitting/line inside the fuselage tank and the wing tank fitting at this time. If there appears to be a partial blockage in this line, I would just make a new one although it is possible to clean the old one.
If all the other items checked, I would check the vent on the fuselage tank. It sounds like you have the glass tube, with a vent hole in the tank. Make sure the vent is unobstructed and at least 1/2 " above the rubber grommet in the cowling. I have seen the grommet cause a problem by riding up on the fuel tank and blocking the vent. This seems to prevent the fuel from flowing back to the wing tank, especially at taxi speeds.
Let us all know how it works out Norm.
