Under this condition, that speed should equate to best rate of (no) climb. Like Ed said, this will vary with weight; but also with how efficient your airframe is as presently rigged. The most accurate "speed" would be an averaged GPS observations of several stable runs of a mile (or so) both upwind and downwind.
