With regards to the lighting issue.  Has anyone thought about using a
flourescent
light?  That's what the mechanics and inspectors use at the service center
where
I work.  The lights are basically 18" "stick lights" that you could buy at
any
hardware store, (Obviously they pay ALOT more for them for aviation use)
just
with some ruberized bumpers at the ends and a plastic sleeve around the
bulb. 
Evidently they do not pose as much of a spark or electrocution risk.
Perhaps a
compact flourescent bulb might be safer for the inspections.

Just some ideas, I'm by no means an expert.
