Bill; The AD 2003-21-01, which becomes effective December 1, 2003, requires inspection of the outer wing panels within the next 6 months and then repetitively thereafter at intervals not to exceed 12 calendar months.
       The AD requires the installation of the inspection openings in the outer wing panels (which was required by AD 94-18-14R1) and repetitive inspections in accordance with Univair Service Bulletin No. 28 Revision C. dated July 8, 1999.
       This repetitive inspection should have already been accomplished on your aircraft, unless it has not been flown since 1995.
       My previous comments on this AD were concerning the fact that we did not have any notice that it was published in the National Register for comment. I think the problem was originated by those Coupers with fabric wings that had the inspection openings back-up rings installed, but never cut the openings out for repetitive inspections. I have a set of those wings in my paint shop now that had that done in 1994 and had never been cut out for any inspection. Additionally, there were a lot of Coupes that were in storage, and those have slowly come out of retirement and corrosion has been found.
