Richard, techincally your header tank should overflow- always. It's where the overflow is going that is the question. There are 2 overflow return lines that are supposed to return the overflow back to the main tanks. They are seen on the backside of the header and you can trace them down on the inside of the fuselage and out to your tanks at the wing roots. Might be that one of them is blocked.
