Just a note from someone who know's just enough about welding to be dangerous, weld repairs on tube, are generally only OK in applications where tension or compression will be applied.  If there is any chance that torsion or leverage will be applied, I doubt it'd be advisable to try and repair any part------just my thoughts while sitting here in a drug induced stupor. ( hurt hell out of leg and doctor says turning into a drug addict is best for now.

The manufacturer's service bulletin should be your first resource.  Assuming
you determine a weld repair is acceptable, AC 43.13-1B has extensive
information on how to make acceptable weld repairs to tubing structures.  It's
available on line from the FAA web site (faa.gov Advisory Circulars), but be
forwarned, it's mega megabytes.
