The vacuum regulator is just a device with an adjustable orfice to admit air to the vacuum line. You could rig up a small brass valve from the hardware store and by trial and error adjustment of the valve arrive at the 4.8in hg. that you need. Would not be legal and you may be time and money ahead to by a new or used regulator! Craig 9772m
