Try Aircraft Spruce, 877-4Spruce. Ask about their Aluminum prepaint products on page 308 of their 2003-2004 catalog (upper left of page). These people are generally competent, competitive in price, reliable and easy to deal with.
I believe the active ingredient in one of these products is phosphoric acid, and another chromic acid. They may not understand the mil spec or AD references, so inquire per the preceding paragraph first...then clarify further to the extent of their knowledge.
