The obvious question is , "does the header tank show that it is full?"
If it is then the problem is not in the fuel pump but between the header and the carb.
Do you have a gascolator with the glass bowl? Check the gaskets for air leaks. If you shut the fuel off at the header and come back to find the gascolator bowl is not full you have a gasket leak.

Good morning Coupers,
This is an update on my fuel feed problem. (Header tank not keeping up with fuel flow).
I have had the carb rebuilt and obtained a rebuilt fuel pump.  When I pulled the hose fittings off the old pump I noticed that one of the fittings has a very small orifice and the other is MUCH bigger. That didn't seem right to me and when I asked my AI, he said it didn't sound right to him either but to ask some of the other owners.
Could that very small fitting not be letting enough fuel pump into the header tank?
