Ron,

Bill's right.  In case you didn't know, those holes on the front of the
fuselage fuel caps are intended to pressurize the fuel tanks a bit.  I
head they pressurize the tanks by about 4.5 psi (who knows?).  If the
vents are missing or on backward, you could have the symptoms you
describe.

I had a similar problem years ago when I accidently put the fuel cap on
backwards.  Make sure that the vent holes are facing foreward....
