I haven't found anything that says a CFI may teach for the private pilot
rating (for example) when the CFI is using the drivers license as his
medical.

On the other hand, isn't it true that a CFI may give a BFI or teach to
the higher ratings with NO medical, as long as the student is qualified
to be pilot in command carrying passengers?

Perhaps, if the aircraft in which you're giving private pilot
instruction qualifies to be flown by a Sport Pilot, you, the CFI with a
drivers license "medical" and qualified to be pilot in command, may give
any instruction.

I sent this question to the FAA's question line.  We should get an
answer in a few days.

What does an existing CFI need to do to instruct sport pilot students?
Simply stated, a current CFI may train sport pilot candidates, within
the category/class listed on the CFI's certificate, without showing
further proficiency as long as they have at least 5 hours of flight time
in a make and model of light-sport aircraft within the same "set" of
aircraft as the aircraft in which they are providing training.
What is meant by the same "set" of make/model?
The FAA will publish guidance spelling out the sets of aircraft. This
guidance will be available in the near future.
I'm a current CFI but would like to instruct as a sport pilot instructor
so that I can use my drivers license in lieu of a third class medical.

Assuming your most recent medical application was not denied, withdrawn,
or revoked, you can "drop down" and operate as a sport pilot instructor.
I'm a current CFI that wants to instruct in a powered parachute. What do
I need to do?
Current CFIs who wish to instruct in powered parachutes or weight-shift
trikes must meet the requirements of a new sport pilot instructor in
that category, unless they have previously instructed in the applicable
category of aircraft as ultralight instructors or examiners under an
FAA-recognized exemption in connection with a holding organization (EAA,
AeroSports Connection, or the United States Ultralight Association). See
the chart under the "New Flight Instructor" heading for specific time
and testing requirements in those categories of aircraft.

an airship rating, or commercial pilot certificate with a balloon

(b) You must comply with the limits specified in ?61.415 and
the recordkeeping requirements of ?61.423.
(c) If you want to exercise the privileges of your flight instructor
certificate, commercial pilot certificate with an airship rating, or
commercial pilot certificate with a balloon rating, as appropriate, in a
category, class, or make and model of light-sport aircraft for which you
are
not currently rated, you must meet all applicable requirements to
provide
training in an additional category or class of light-sport aircraft
specified in
?61.419.

So does this mean you instruction privileges are restricted to LAS
ratings?  E.G. can you give training in an LSA, applicable toward a PP
rating?
