The most often problem is loose bolts in the sissors. This applies to the
original type welded up sissors.
Modern mechanics don't often realize the mechanics of the system.
Phenolic bushings are installed inside all joints as bearings, and intended
to piovet in the fittings.
This requires serrated washers between the sissors and the bushing,
so the bushings are locked to the sissors; and turn in the fittings.
Today, many owners/mechanics would tighten the bolts, then loosen them so
the sissors are free to turn on the bolts........instead of being locked to the
sissors and requiring the bushings to turn.
As a result the bolt holes can get worn, and with the loose bolts allowing
play in the system...resulting in shimmy.
Of course the wheel must also be in balance.
