But I think they do have
some common sense behind them.
There are thousands of experimentals out there that would make fine
sport planes but were certified with higher gross weight. If the FAA didn’t ban downsizing, lots
of those planes would be in for a paperwork refit to qualify, then would be
flown outside the new weight limits.
This is the FAA’s
protection against that deluge.
I’d keep in mind that it’s
still a paperwork dunce cap for the FAA when it comes to Coupes. I wouldn’t think a single guilty
thought about slipping past that rule in a Coupe if I were sure I could get
away with it. If the change were
never registered with the FAA for a new airworthiness certificate you’ve got a
chance.
If a form 337 was
submitted saying the plane was changed to be a 415-D, a new form 337 could
possibly be filed saying that, while the previous form was submitted, the
change was never completed and it has been confirmed by inspection that the
aircraft is fully a 415-C in all ways.
If no form 337 was
submitted to the FAA, only log pages need to be removed from a logbook.
No harm, no foul.

To me this points to the inherent
stupidity of government
agencies. There is no practical difference between a 415D
loaded to 1240 pounds and a 415C loaded to the same
weight, other than a sheet of paper.

But what's particularly stupid is when they rather arbitrarily
codify things that just don't make any sense.
Think of the person who restores to original the wreck of a 415C
that was at some point converted to a C. Nope, cant fly it
as SP. Or someone who finds an Aeronca 7AC skeleton that
someone Rube Golberged to 7EC spec, but throws out
the extended engine mount and/or patches up the holes
in the firewall, and puts it back to being an original 7AC.
Same problem.
