Show me an organization that doesn't have at least a few bad apples. Most people do

I have all the respect in the world for a Civil Servant that careered out
with a good taste in his mouth that he had done right by his fellow man
while he worked.. We know though, that there are some out there that only
hung in for the paycheck. I am sure that is what was referenced.
